feat(intel/clones): Phase 2 — Jinja2 templates (list, detail, dashboard card)

intel_clones.html: - intel-subhd with copy icon + spectral gradient title - 4 stat chips: exact clusters, near clusters, total, symbols involved - File hotspot bar list (top 5, proportional widths) - Tier (all/exact/near) + top (20/50/100) filter pills, state preserved on navigation - Cluster list rows: tier badge, truncated hash, proportional bar, member count, language pills, cross-file badge (split icon + warning color when is_cross_file) - Empty state for no data and filtered-to-zero cases

intel_clones_detail.html: - intel-subhd with back link to Clones + spectral title - Cluster header: full hash + meta line (tier · N members · N files · language) - 4 detail chips: tier badge, member count (accent), file count (warn if cross-file), primary language(s) - Full member table: address (mono), kind badge, language pill per row - File breakdown bar section (only shown when file_count > 1) - Empty state for blank/unknown cluster hash

intel_dashboard.html — 9th intel-card (Clones): - copy icon in warning color, count + symbols summary line, top-5 cluster list with truncated hash + tier badge + member count
