feat(hub-ui): dashboard color themes and readable preview strips

Add twelve browser-persisted palettes (data-palette / hub_color_palette) with paired Night and Day tokens for bg, surface, border, text, and muted.

Lay out accent presets on a full-width CSS grid; replace hardcoded cyan tints with color-mix on var(--accent) for cohesive highlights.

Theme picker cards show an eight-band preview (Night then Day: bg, surface, border, muted) so each theme reads clearly. Document the strip layout in Appearance copy.
