feat(hub): Phase 3 wizard wiring and empty-vault strip

Add switchHubMainTab for tab clicks and wizard shortcuts (Import, Suggested, external docs). Fill copyable LLM prompt on imports step; toast on copy. Show dismissible empty-vault banner when onboarding was skipped, the vault list is unfiltered-empty, and the user is on Notes without a search query. Mark Phase 3 checklist items complete in HUB-WIZARD-HOSTED-STORY.md.
