feat(hub): approval logs, content scope, KNN cap, hosted LLM prefs

- Node Hub: write approvals/*.md on approve (parity with canister); response approval_log_*; proposal body excerpt in log for semantic search - lib: buildApprovalLogWrite excerpt; MAX_VECTOR_KNN (4096) for Qdrant/sqlite - Hub API/UI: content_scope on notes+search; tooltips; Pending tab labels; toast if log write fails; apply filters + hosted list filters - ICP: approval log body includes searchable proposal excerpt - Gateway: hosted proposal LLM prefs (proposal-llm-store), policy wiring - Tests: content_scope list-notes, approval-log excerpt fixture
