fix(hub-ui): show Edit for member and sync role from settings (hosted)

- Treat member like editor for note write UI (matches server effectiveRole) - Set __hubUserRole from GET /api/v1/settings and Settings modal so hosted JWT (member) matches bridge-reported admin/editor in UI - Fixes missing Edit/Export on knowtation.store when Settings showed admin
