docs: add AIR-IMPROVEMENTS-PLAN.md, PHASE12B-BLOCKCHAIN-REMAINDER.md; update IMPLEMENTATION-PLAN.md

AIR-IMPROVEMENTS-PLAN.md: five-improvement roadmap (A–E) for graduating AIR from a stub to a production audit layer. A=store air_id in frontmatter, B=wire gateway, C=hard-fail config, D=built-in Netlify attestation endpoint, E=ICP blockchain anchor. Includes next-session prompt.

PHASE12B-BLOCKCHAIN-REMAINDER.md: spec for two deferred Phase 12 features: (1) wallet/tx history CSV import — column mapping table, dedup strategy, note body template, supported formats (generic + Coinbase, Exodus, ICP Rosetta), files to change; (2) AIR on-chain ICP attestation canister — Motoko interface, verification endpoint, new frontmatter fields, env vars, ops steps. Includes next-session prompt.

IMPLEMENTATION-PLAN.md: added Phase 12B and AIR Improvements as Planned rows with branch names and doc references.
