feat(phase12): add network/wallet_address/payment_status filters to MCP search and list_notes tools

- mcp/create-server.mjs: search tool now accepts network, wallet_address, payment_status params; passes them through to runSearch / runKeywordSearch via the base options object (which now flows into filterNotesByListOptions in lib/list-notes.mjs). - list_notes tool receives same three params and passes to runListNotes. - Both tools include descriptive Phase 12 annotations in their inputSchema.
