fix(ci): align phase3 JWT expiry assertion with HUB_JWT_EXPIRY parser

SESSION-DURABILITY-b-KN replaced string JWT_EXPIRY defaults; update the phase3 source scan so CI matches parseHostedHubJwtExpirySeconds (24h).
