fix(netlify): declare stripe dependency for gateway billing bundle

package-lock listed stripe but package.json did not, so npm ci omitted the package and the serverless function failed to resolve imports from billing-stripe.mjs. Also align deploy/bridge netlify.toml when base is deploy/bridge (cd to repo root; functions/publish paths).
