feat(hosted): Phase 15.1 multi-vault canister, billing scaffold, docs cleanup

- Canister: partition notes by (userId, vault_id); V1 migration from V0 (default vault); GET /api/v1/vaults; proposals carry vault_id; reserved billing fields in stable storage per HOSTED-STORAGE-BILLING-ROADMAP - Gateway: forward vault list into settings; POST /api/v1/vaults 501 on hosted; billing modules (summary, Stripe webhook, metering hooks) + tests - Bridge: scoped canister export for vault/sync and index (X-Vault-Id) - Scripts: canister-preflight.sh + verify-canister-migration.mjs; npm scripts - Docs: public docs/README index; trim session/forensic/MCP phase memos from tree (maintainers keep local copies under development/); update links; hosted billing/credits/roadmap and HUB-API vault_list - Repo hygiene: gitignore Hub inbox note-*.md, Untitled; backups/.gitignore
