web: Phase 2 Band B 1-2-3 path + meta description

Add Easy start section after hero/GitHub badge with note/import, MCP, and self-host steps; reuse /hub/ and self-host quick-start URLs from hero CTAs. Refresh meta description for proposals and human approval. Mark Phase 2 checklist items done; add landing-band-b tests.
