feat(hub): cross-vault note copy and move

- Gateway: POST /api/v1/notes/copy (canister GET/POST/DELETE, bridge re-index) - Node Hub: same route for multi-vault filesystem vaults - Hub UI: Copy to vault modal (editor/admin; 2+ allowed vaults) - Billing: note_write + storage cap uses target vault for copy - Docs: HUB-API, AGENT-INTEGRATION, gateway README - Test: gateway-notes-copy with mocked fetch
