feat(hub): bulk metadata ops, folder pickers, and hosted docs parity

- Add Node-only POST /notes/delete-by-project and /notes/rename-project with lib/hub-bulk-metadata.mjs, proposal discard by path set, and tests. - Clarify path_prefix vs project slug in HUB-API, PARITY-PLAN, and icp README; add HUB-METADATA-BULK-OPS.md and VAULT-RENAME-SPEC.md; index in docs/README. - Hub UI: bulk-delete presets from vault/folders + facets; New note folder select; localhost API base ignores stale hub_api_url; gateway GET /vault/folders stub and billing note_write for new POSTs.
