feat(hub): bulk delete by path prefix; fix Hub frontmatter + calendar metadata

- Add POST /api/v1/notes/delete-by-prefix (path_prefix) for Node Hub, proposals discard for proposed paths under prefix, tests for write helpers. - ICP canister: same route, proposal discard, JSON parity with Node. - Gateway: bill delete-by-prefix as note_write when enforcement is on. - Hub UI: Settings backup destructive bulk delete with DELETE confirm; refresh vault switcher after vault list / vault access saves. - Parse JSON-string frontmatter in mergeProvenanceFrontmatter (Hub UI wire); expose knowtation_edited_at on list metadata for calendar when date unset. - Docs: HUB-API, PARITY-PLAN, canister README.
