Replacing it with authorityBlobGetOpts() (eventual when NETLIFY or AWS_LAMBDA_FUNCTION_NAME; strong otherwise) restores B7 helper-access reads on hosted Netlify without weakening §B2 etag CAS. Tests cover the Lambda throw path and opts branching. Ready for deploy + smoke resume; not RHF-e DONE.
