### Honest summary

The always-on `STRONG_GET` broke Netlify Lambda-compat Blobs (`BlobsConsistencyError`), so marker/envelope reads for helper-access failed closed as 503 while legacy grant list (eventual) still worked — matching the smoke `helperAccessState: unavailable` evidence. Replacing it with `authorityBlobGetOpts()` (eventual when `NETLIFY` or `AWS_LAMBDA_FUNCTION_NAME`; strong otherwise) restores B7 helper-access reads on hosted Netlify without weakening §B2 etag CAS. Tests cover the Lambda throw path and opts branching. Ready for deploy + smoke resume; **not** RHF-e DONE.
