KD-5a: freeze Muse MCP domain-surface contract (knowtation namespace)

Thinking phase — governance docs only; no plugin/tool implementation.

Freezes the KD-5a contract in MUSEHUB-ROADMAP.md §KD-5a: 9 tools, 8 resources, 4 prompts (JSON-RPC input/output schemas, backing plugin-API mapping, error enums), and the seven-tier test matrix + Claude Desktop integration test.

Resolves the five open contract items: - (a) knowtation/search fan-out: w_lex=0.4/w_vec=0.6, dedupe by vault path, tie-break score->HEAD mtime->path, 2s vector timeout -> lexical-only degraded. - (b) knowtation/consolidate dispatch-receipt schema; async completion observed via knowtation://memory/recent, not the tool. - (c) knowtation/attest runtime wiring via bootstrap_knowtation_mcp at server start (not __init__.py); air.required mode; PROVIDER_UNREGISTERED error. - (d) .museignore [domain.knowtation] ignores data/ for snapshots; stats still reads data/ mtime for index_freshness. - (e) namespace mounts only when .muse/repo.json domain==knowtation; detector classification is advisory only.

Specifies the muse/mcp/ mount point (server + knowtation namespace, both KD-5b new work) and musehub stdio/SSE hosting. Flags KD-5b new work (search lexical +vector, propose->hub, attest registration, resource serializers, MCP scaffold); maps the rest to existing tested plugin/CLI APIs.

Rotates MUSEHUB-OVERSEER-HANDOVER.md NEXT SESSION to KD-5b (Auto) and updates the paste block. Docs mirrored workspace <-> gabriel-muse/docs.
