Deleted repos currently vanish from the repo list immediately on hard delete. This is jarring and causes confusion when a delete is accidental or in-progress.

Implement soft-delete for repos: mark as deleted_at timestamp, hide from normal list results, and provide a grace-period window where the owner can recover. Permanent purge happens via a background GC job after the grace period expires.
