Correctly blocked until Sections 0-15 are substantially complete (backups existing, RPO/RTO defined, monitoring live, Aaron having independent access). One concrete blocker regardless of everything else: production deploy is currently broken (no IAM instance profile on the prod instance) — must be fixed before any cutover can happen.

This section is retrospective now — production actually cut over live on 2026-08-25. Documented what happened for the record: DNS cutover to the new dedicated Production AWS account, fresh Cloudflare Origin Certificate, blue/green validated healthy before cutover. It was a single-operator action (Aaron's independent access came later via #150) with no formal rollback-decision-tree or dual-approval gate — accepted as the reality of the timeline, not something to retroactively fix. Nothing went wrong.
