fix: update alembic tests to match actual single-migration chain

Tests expected 50 migrations with head 0050 and a 0006 CI migration that don't exist. Only 0001_consolidated_schema.py is present. Update constants to reflect reality and replace 0006-specific tests with 0001 core-table checks.
