fix: prebuild must rebuild all tips when mpack_ids differ

Skip only when ALL tips share the same cached mpack_id. If any tip was cached by an older build (different mpack_id), rebuild with all tips so the clone cache-hit check (len(mpack_ids)==1) passes.
