fix(intel): api-surface card kind breakdown + layout consistency
- Dashboard card: add kind-count breakdown rows with proportional bars and count+pct labels; use as-kind-* classes throughout (no intel-dead-row conflict) - intel_api_surface.html: swap as-wrap → intel-wrap to match all other intel subpages (removes extra padding/max-width) - Drop redundant as-wrap rules from pages/_api_surface.scss - Route: add api_surface_kind_counts query (GROUP BY kind) to dashboard ctx
