fix: rc11 test fixes — event→verdict rename, migration counts, coupling backfill, mock patches

- dispatcher.py: fix agent_notify/broadcast passing verdict= instead of event= - pyproject.toml: remove 'not migrations' filter from addopts - test_intel_api_surface.py: seed MusehubObject rows; patch read_object_bytes - test_mcp_smoke.py: event→verdict for proposal review; update agent event field - test_mcp_write_tools.py: event→verdict rename; fix review state assertions - test_merge_proposals.py: event→verdict rename across all review calls - test_migrations.py: update expected count and head to 0069 - test_musehub_alembic.py: update expected count and head to 0069 - test_musehub_proposals.py: commitHistory for squash/rebase; use _push_branch_with_snapshot - test_phase2_intel_providers.py: seed MusehubObject rows; patch read_object_bytes - test_symbol_detail_fast_reads.py: call backfill_coupling after build_symbol_index - test_symbols_v2_p1_coupling_count.py: call backfill_coupling in _push_index helper - test_phase3_db_walk_dag_async.py: update mock to bulk-load pattern
