fix(symbols): intensity-tier spark bars + baseline axis + op bar flex fill

Spark bars: - Add border-bottom baseline as X-axis - Four intensity tiers: zero/low/mid/high mapped by week_count/velocity_max - High weeks (≥67% of peak) flip to --color-purple - Peak value shown in label

Op bar: - Switch width: X% → flex: N so browser fills proportionally, no rounding gap
