test: add S3 alembic-check gate and fix stale migration constants
S3 (test_s3_alembic_check_exits_clean) calls alembic.command.check() on a fresh migration-applied DB — the exact check the deploy script runs. Catches ORM↔migration drift before it reaches staging.
Also updates _EXPECTED_HEAD and _EXPECTED_MIGRATION_COUNT from 0051/51 to 49036ecac3d6/55 — these have been stale since migrations 0052–0055 landed.
