feat: proposer Ed25519 signature badge on proposal detail page

Green monospace badge appears below the author meta line when a proposal carries a proposer_signature. Shows 'PROPOSER: @<handle>' + description, full key/sig in tooltip. Hidden when signature is absent (backwards compat).

Styles: .prd-sig-badge in _proposal-detail.scss — green accent, mono font, border-radius pill consistent with the rest of the header area.
