feat(wire): per-object presigned fetch — docs, docstrings, and full test suite

- Update docs_muse_wire.html: new presign-fetch section with request/response schema, step-by-step flow, security callout, updated endpoints/limits tables - Add strong docstrings to wire_fetch_presign() covering protocol, args, returns, and both presign=True and presign=False code paths - Expand test_wire_fetch_presign.py: 11→20 tests covering security (FPS0–FPS3), performance (FPP0–FPP1), stress/state-integrity (FPST0–FPST1), and a full end-to-end HTTP route test (FPE0)
