feat: Phase 3 — META section, x-muse-pack content-type, _is_fast_forward fix
- wire_fetch_mpack: pass meta={repo_id, head_commit_id} to build_wire_mpack - wire_fetch_mpack: use put_mpack/presign_mpack_get (content-type: application/x-muse-pack) - backends.py put_mpack: set ContentType=application/x-muse-pack on S3 PUT - _is_fast_forward: detect b'MUSE' magic and use parse_wire_mpack instead of msgpack.unpackb
