ops: add publish_muse_release.sh and document release workflow

- deploy/publish_muse_release.sh: one command to build, upload to S3, push to staging via SSM, clean up old tarballs (keep 3), and smoke-test the live URL. Replaces the previous ad-hoc manual steps. - docs/infrastructure.md: document the muse release workflow, install script test procedure, and SSH-blocked / SSM-only access note.
