refactor: move Tier 3b imports to file top, remove duplicate section header
Mid-file imports (datetime, pydantic, model imports) lifted to the canonical top-of-file import block. Stray duplicate '# Tier 4' header removed — it was stranded when Tier 3b was inserted between Tier 3 and Tier 4.
