feat(mist): Phase 1 — wire intel.mist into dispatch pipeline + MistProvider
- Add 'intel.mist' branch in job_types_for_push() for domain_id='mist' - Implement MistProvider: re-extracts symbol anchors from mist.content, refreshes mist.symbol_anchors in the DB, returns mist.anchors intel result - Register MistProvider as 'intel.mist' in _PROVIDER_REGISTRY - 16 TDD tests: dispatch coverage, protocol check, anchor extraction, binary artifact graceful handling, idempotent upsert, full persist pipeline
