- Rewrite proposal_list.html: domain heat bar (HTMX 30s poll), merge readiness chips, extended tabs (open/merged/abandoned/all), 5 sort options, author-type filter, #domain-heat outerHTML swap target - Rewrite proposal_rows.html: ProposalListEntry fields throughout — aggregate_risk_band replaces infer_list_risk_band risk_band; domain activity dots with per-domain risk band colour; approval pip dots; risk minibar; merge-ready ✅ indicator; dependency lock 🔒 icon; agent author 🤖 badge; payment settling ⏳ badge; breakage count badge; HTMX lazy-load detail panel per row; abandoned state label - Add new fragment templates: domain_heat.html, proposal_row_detail.html
