feat(intel): singularity mode intelligence card

- Per-symbol cards replace flat 4-metric grid: gravity bar with colour-coded accent strip (low=blue/mid=orange/high=red), churn velocity section with 4-stat row (all-time/30d/90d/authors) and 12-week sparkline with recency-faded bars, blast radius with count badge + co-symbol chips, and Open issues section always visible.

- _compute_per_symbol_intel now computes author_count (unique authors who ever touched the symbol).

- issue_detail_page queries open issues per symbol anchor and passes anchor_open_issues to the template so each card shows which other open issues reference the same symbol.

- Template restructured: card shell always renders for each symbol_anchor; intel sections guarded by {%- if ai %}; Open issues section always shown.

- Tests: author_count regression test, 6 new SSR tests for the panel.
