Fix test helpers for global content-addressing in fetch bundle tests

MusehubCommit and MusehubSnapshot no longer carry repo_id; tests now insert MusehubCommitRef, MusehubCommitGraph, and MusehubSnapshotRef rows for membership.

Update stub backends to support presign (supports_presign=True, presign_get added). Update assertions to expect presign=True; get bundle bytes from mock store instead of result[bundle_bytes] which is empty on the presign path.
