feat(issues): hero redesign — isd-* visual system matching proposal_detail

Full-bleed hero with glow, stats strip, and 65/35 two-column layout. Matches the proposal_detail.html visual language exactly.

- isd-hero: full-bleed dark gradient + state-colored glow (open=green, closed=purple) - isd-stats: mono stats strip with Anchors / Comments / Proposals / Labels / Status - isd-layout: 1fr/280px grid, collapses to single column at 900px - isd-panel--anchors: accent-bordered symbol anchors panel - isd-body-card: issue description with author header - isd-timeline: read-only activity section - isd-sidebar: Act via CLI, Status+actions, Assignee, Labels, Milestone, Proposals, Nav - Deleted old .id-* detail styles (replaced entirely by .isd-*)
