docs: add phases 8-10 (Shelves, Wire, API) + MPay in Identity
- Expand _PHASES to 10 entries; add routes for shelves, wire, api - docs_muse_identity.html: add MPay section (canonical msg, muse sign payment, claim lifecycle) - docs_muse_shelves.html: new Phase 08 — ShelfEntry, intent types, handoff patterns, domain state - docs_muse_wire.html: new Phase 09 — frame format, push/fetch streams, ACK/NAK, limits - docs_muse_api.html: new Phase 10 — MSign auth, pagination, rate limits, repos/issues/proposals/releases/webhooks/errors - docs_muse_mcp.html: fix stale phase nav (08→10 API Reference, insert 08 Shelves)
