fix(rate-limits): raise repair-object + repair-snapshot to 120/min
Repair endpoints are operator-only (owner-auth required) and may need to process many objects/snapshots in bulk. WIRE_PUSH_LIMIT (30/min) is too restrictive for repair runs. New REPAIR_LIMIT (120/min) matches the fetch/object limit and allows bulk repair without rate-limit pauses.
