feat(entangle): Phase 3 — list route + per-symbol focus route + templates
Routes: GET /intel/entangle — pair list with min_rate, min_co, include_test, include_linked, top filters GET /intel/entangle/symbol — per-symbol focus; normalises pair so focus symbol is always on the left
Templates: intel_entangle.html — filter bar, pair rows with rate bar + badges intel_entangle_symbol.html — header chip showing pair count, same row layout
Verified: 50 pairs render at 200, test badge appears with include_test=true, rate bars and co-change fractions display correctly.
