docs: recover orgs roadmap and verify-old-key-signatures issue from lost shelf entry

docs/roadmaps/orgs.md and docs/issues/verify-old-key-signatures.md were lost when a shelf entry was accidentally dropped. Content recovered from session transcript and restored verbatim.
