feat: W24-B0 fix — INTER_CLIENT_SLEEP=1.0s + fixture script
W24-B0 result: 1.0s sleep between TLS connections passes 3× consecutively. 0.5s was flaky (2/3 pass). 1.0s is the CF TLS cooling window.
Changes: - push.py: INTER_CLIENT_SLEEP=1.0 exported constant, sleep applied before each new AsyncClient rotation (skips rotation 0) - push.py: CONN_ROTATION_INTERVAL comment updated with W24 context - tests/fixtures/create_wire_test_repo.sh: new — creates muse-wire-test repo with N small or large files for wire protocol testing at each pyramid level
