feat: Phase 3 — META section (type=5) and legacy msgpack apply test
- Add _WIRE_SEC_META=5 constant, _encode_meta/_decode_meta helpers - build_wire_mpack accepts optional meta= dict; emits META section - parse_wire_mpack decodes META section into result['meta'] - wire_fetch_mpack passes repo_id + head_commit_id in meta - Switch fetch mpack storage to put_mpack/presign_mpack_get (sets application/x-muse-pack content-type) - Add test_wire_mpack_meta_round_trip, test_wire_mpack_no_meta_when_omitted - Add test_legacy_msgpack_bundle_still_applies (was missing from spec)
