refactor: standardize --format→--json/-j for config; fix envelope unwrap in tests
config read: remove redundant --format/-f; standardize all three subcommands (get, set, read) to use dest=json_out uniformly.
Test fixes: update assertions to unwrap config envelope (data["config"]), fix _json_show helper to return the inner config dict, update stale --format test invocations to --json/-j.
