refactor: make validate_mist_filename and MIST_VISIBILITIES public API

- Rename _validate_mist_filename → validate_mist_filename in plugin.py - Add MIST_VISIBILITIES frozenset to plugin.py (moved from CLI _ALLOWED_VISIBILITY) - Update mist.py CLI to import from plugin instead of defining locally - Update tests to use the new public names
