docs: add agent-guide.md — public shareable ecosystem context for AI agents
Extracts the full ecosystem workflow guide (previously private in ~/.claude/CLAUDE.md) into docs/agent-guide.md so it can be versioned, shared, and referenced by all three repos' CLAUDE.md files.
Covers: ecosystem layout, no-git rule, sub-agent boilerplate, core workflow commands, code intelligence, coord, worktrees, workspace, Muse Flow, deploy procedure, provenance, MSign auth, living docs rule, no-legacy rule.
CLAUDE.md now composes @docs/agent-guide.md + @AGENTS.md.
