fix: wire --sign to migrate CLI; strip repo_id from commit dicts
- muse code migrate --sign now loads signing identity and passes it to migrate() so unsigned commits are actually signed - _make_canonical_dict now pops repo_id from the stored commit dict; repo_id is no longer part of compute_commit_id so keeping it in the stored record is dead weight
