merge: task/mwp-9-spot-check into dev

Docs-only branch tracking MWP-9 (muse#63) black-box verification of the wire protocol MVP. Phases 0-5 fully closed; only final SC_06_04 sign-off was pending. pyproject.toml conflict was the same cosmetic stale-rc14 pattern as the MWP-7 merge; resolved as dev's current rc15.
