feat: add commit_identity_bytes to muse.core.ids
Returns the canonical bytes hashed to produce a commit ID — the signed payload used by musehub signature verification. Extracted from the hash_commit logic; musehub/musehub/services/musehub_wire_shared.py imports this instead of the now-removed muse.core.snapshot location.
