Parked: migrate re-keys mis-keyed unified-store snapshots (a6ca2233)
Parked snapshot of muse commit a6ca2233 — "fix: migrate re-keys mis-keyed snapshots in the unified object store" (modifies muse/core/migrate.py, adds tests/test_migrate_rekey_unified_snapshot.py). WHY PARKED (not in the codebase): the staging gabriel/muse clone failure was NOT caused by mis-keyed snapshots. The real causes were (1) dropped snapshot *directories* in storage and (2) a migration-stamped spurious signer_public_key on 2 main-line merge commits. Those were fixed via repair-snapshot, the new repair-commit endpoint, and the serve-path recovery hardening (musehub c00aa21d) — all shipped to dev/main + staging. This migrate-rekey change therefore solves a non-existent problem and touches the destructive object-store-rewrite path (muse code migrate), so it is intentionally kept OUT of the tree. Preserved for reference only. Reconstruct with: muse apply-patch <this artifact>. Captured during the rc13 ship-out, 2026-06-16.

Root cause (regression that broke the official gabriel/muse clone):
`migrate_snapshot_ids` only globs `.muse/snapshots/sha256/*.msgpack`. After a repo is
unified (snapshots relocated into `.muse/objects/`), that legacy dir is empty, so a
snapshot whose stored id no longer equals `hash_snapshot(content)` is never re-keyed —
and `migrate` is a silent no-op on the already-unified repo. Such a snapshot is
unclonable: the client recomputes its hash, it mismatches the id, the commit is dropped,
and every descendant fails "parent not in mpack".

This is exactly how staging `gabriel/muse` snapshots `eea07a1f` / `708d5734` ended up
stored under ids their content doesn't reproduce.

The fix: `migrate` must scan snapshot objects in the unified store, detect any whose
stored id != `hash_snapshot(content)`, re-key them to the correct id, and cascade the
old→new mapping into referencing commits (via the existing commit pass).
