fix(land-closeout): ignore hyphen fragments in land_queue_conflict

GSW-FIX → main land-a was false-conflicting with historical GFG-D2-FIX → main on the shared hyphen fragment FIX. Require a compound (slice-identifying) token overlap so other-slice DONE land rows no longer trip land_phase_conflicts_queue_done.
