docs(PMHF land-b): post-merge sync — PMHF → main DONE (SD-21, PR #52 @ edbc3eb); queue GSW-FIX

ROADMAP: PMHF → main → DONE (Muse sha256:72efabb7... FF + muse-bridge + GitHub PR #52 muse-mirror → main @ edbc3eb, operator-approved). Adds GSW-FIX-a (Thinking, NEXT) + GSW-FIX-b (Auto, QUEUED): ok governance-sync --write on muse+git-mirror writes doc patches before branch setup, muse checkout refuses the dirty tree, rollback strands git on the sync branch — found dogfooding PMHF live.

HANDOVER: NEXT → GSW-FIX-a (Model: Thinking) with paste-ready fence; land posture cleared; VCS table GitHub main @ edbc3eb / Muse main sha256:72efabb7...; verified snapshot + change log synced.

Gates: ok status --exit-code → 0; ok land-closeout → 0 (not_applicable / land_complete true). Closeout gate held post_merge_incomplete (exit 2) from merge until this sync — frozen PMHF protocol worked as designed.
